Brief History
Global Climate-Change Impact Studies Centre (GCISC) was raised as a Research Centre under the Ministry of Science & Technology in April 2002. Then it was approved as PSDP project for a period of 5 years from 2003-04 to 2007-08. During this period it stayed with the Ministry of Finance up to July 2005 and Ministry of Environment up to December 2006. On 9 December 2006, Prime Minister of Pakistan approved the incorporation of GCISC in National Centre for Physics (NCP) under the umbrella of SPD. It continued working under this arrangement until 30 September 2009. The Phase-I of the project was completed on 30 June 2008. Phase-II of the project was approved for one year by CDWP, up to 30 June 2009, which was later on extended until 30 September 2009. Following the completion of its Phase-II, GCISC again became a part of the Ministry of Environment w.e.f. October 01, 2009. The DDWP of MoEnv then approved Phase-III of the project for 9 months upto 30 June 2010. Later on, a revised version of Phase-III of the project was approved by DDWP of MoEnv for completion by 30-6-2011. It was subsequently extended until 30-6-2012 and later CDWP approved GCISC Phase-III (Revised) for a period upto 30 June 2013.
On a Summary submitted by the Ministry of Environment for shifting of GCISC from development to non-development budget, the Cabinet in its meeting dated 06.01.2010, inter alia, approved the establishment of GCISC as an autonomous body to be governed by the Board of Governors. Consequently, the process of legislation was initiated and Global Change Impact Studies Centre Act 2013 was passed by both the houses of Parliament and after approval by the President of Pakistan on 22 March 2013, notified vide Gazette of Pakistan on 26 March 2013.
