The Global Climate Change Impact Studies Centre (GCISC) and Ghulam Ishaq Khan Institute of Engineering Sciences and Technology (GIKI) have formally signed a Memorandum of Understanding (MoU), marking the beginning of a strategic partnership aimed at addressing the multifaceted challenges of climate change. This MoU establishes a robust framework for collaboration in joint research, academic exchange, and the development of innovative technologies to support climate resilience and sustainable development. The signing ceremony was held at MoCC&EC in the presence of Ms. Aisha Humera Ch., Secretary MoCC&EC and senior leadership from both institutions, including Mr. Muhammad Arif Goheer, Executive Director of GCISC and Mr. Fazal Ahmad Khalid, Rector of GIKI, along with other distinguished officials. Their participation underscored a shared commitment to fostering interdisciplinary cooperation and leveraging scientific expertise to inform evidence-based climate policy and technological advancement.

The Global Climate Change Impact Studies Centre (GCISC), Ministry of Climate Change and Environmental Coordination (MoCC&EC), in collaboration with the Pakistan Water Partnership (PWP), United Nations Environment Programme (UNEP), and Global Water Partnership (GWP), is organizing the 1st Country Stakeholder Workshop on SDG Indicator 6.6.1 (Change in Water-Related Ecosystems) at Best Western Hotel, Pavilion Hall, Club Road, Islamabad. Its objective is to present and analyze Pakistan’s current status on SDG Indicator 6.6.1, share experiences, and define a way forward through a participatory process. Given the national importance of this initiative, this event will inspire stakeholders and highlight the Government’s strong commitment to achieving the SDG targets on water and ecosystems.

A delegation from Ev-K2-CNR (Italy and Pakistan), along with partners from the University of Milan, visited the GCISC, Islamabad for a technical meeting aimed at deepening collaboration on climate and cryosphere research in the HKH region. The session was chaired by Mr. Muhammad Arif Goheer, Executive Director, GCISC and was actively attended by senior GCISC officials including Mr. Shahbaz Khan (Head Climatology), Mr. Ijaz (Head Agriculture), and Ms. Qurat-ul-Ain Ahmad (Head, Water Resources & Glaciology Section). From the visiting team, the meeting was joined by Mr. Riaz Awan, Mr. Aurangzaib, Ms. Sadia, Ms. Francesca Da Polenza, Mr. Maurizio Gallo, Dr. Davide Fugazza, and Ms. Cecilia, who shared valuable field insights and discussed future plans. The meeting featured a detailed exchange on the progress of recent field missions and identified concrete areas for ongoing technical collaboration, joint research, and future project development, particularly in the field of glacier monitoring, climate resilience, and data sharing.

Ms. Qurat-ul-Ain Ahmad, Head of Water Resources & Glaciology Section, GCISC, has participated in a high-altitude scientific field mission to Arandu Village in Gilgit-Baltistan, conducted under the SPANTIK Lab initiative of the “Water for Development (W4D)” project. The mission, held from July 5–17, 2025, brought together national and international researchers to advance glacier monitoring, environmental quality assessments, and climate resilience in the Karakoram region. Representing GCISC, Ms. Ahmad actively contributed to glacier mass balance monitoring, AWS installation training, UAV-based data collection, and interdisciplinary scientific exchanges with partners from University of Milan, CNR Italy, KIU, and EvK2CNR. The mission reinforced GCISC’s institutional linkages and technical role in cryosphere and water resource research in the HKH region, with potential for collaborative research and capacity building under the W4D framework and beyond.

The panel was part of a high-level event on Mainstreaming Nutrition, Sustainable Consumption, and the Climate-Diet Nexus into Pakistan’s Nationally Determined Contributions (NDCs) and Policy Frameworks. The event was jointly organized by WWF-Pakistan and the Global Alliance for Improved Nutrition (GAIN), and held at the Marriott Hotel, Islamabad. Dr. Goheer shared insights on the critical interlinkages between climate resilience, dietary habits, and sustainable development, highlighting the importance of collaborative approaches in national policy formulation.

GCISC and EvK2CNR Explore Collaboration on Mountain Climate Research: The Executive Director of GCISC and team, met with Mr. Agostino Da Polenza, President of EvK2CNR, to discuss potential collaboration on high-altitude climate research. The meeting focused on joint efforts in glacier monitoring, climate data sharing, and resilience-building in the Hindukush-Karakoram-Himalaya region. Both sides expressed interest in developing a long-term partnership for scientific cooperation and capacity building. This engagement reflects GCISC’s commitment to strengthening international collaboration for climate-resilient development.

GCISC Hosts Strategic Meeting to Support National Air Quality Data Integration: In response to growing concerns over deteriorating air quality in Pakistan, GCISC convened a strategic meeting with representatives from NDRMF and COMSATS University. The discussion highlighted fragmented efforts and insufficient monitoring infrastructure as major barriers to effective air quality management. To address these challenges, it was agreed to establish a core technical team comprising experts from GCISC, NUST, and COMSATS. The team will lead efforts to collect, consolidate, and analyze air quality data to support informed decision-making. This initiative contributes to the development of a harmonized national climate and environmental risk database, hosted at NDRMF’s National Catastrophe (NatCat) Data Center, to aid early warning systems, policy planning, and coordinated environmental responses.

Executive Director GCISC Advocates Climate-Resilient Agricultural Transformation at NCRD Forum: Executive Director GCISC, Mr. Arif Goheer, delivered a thought-provoking keynote on “Advances in Climate-Smart Agriculture” at the Training on Emerging Trends in Agriculture, hosted by the National Centre for Rural Development (NCRD). He underscored the critical erosion of Pakistan’s agronomic foundations, land and water, due to chronic mismanagement and unsustainable exploitation. Exacerbated by the intensifying impacts of climate change, these systemic vulnerabilities have rendered conventional agricultural models increasingly obsolete. Framing the agrarian crisis as a national imperative, he called for a decisive pivot toward integrated, data-driven, and climate-resilient strategies. He stressed the need for institutional agility, transformative policy frameworks, and technology-enabled interventions to rehabilitate ecological assets and revitalize rural livelihoods.

GIZ Delegation Visits GCISC to Discuss Upcoming IKI Project on Climate Services: A delegation from Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) visited the Global Climate-Change Impact Studies Centre (GCISC) for a detailed consultation with Executive Director Mr. Arif Goheer, as part of the preparatory phase of a new project under the International Climate Initiative (IKI), titled “Integrated Climate Services Information Value Chain for Transformative Climate Action.” The initiative aims to strengthen regionally anchored Climate Information Services (CIS) value chains in Pakistan, Guatemala, and Zambia, with a focus on enhancing evidence-based Climate Risk Management (CRM). The project seeks to harness local knowledge and artificial intelligence (AI)-driven insights to develop user-centered digital climate services that support resilient decision-making across sectors. GCISC reaffirmed its commitment to contributing scientific and technical expertise toward national and regional climate services. The Centre welcomed the project’s emphasis on improving climate data infrastructure, institutionalizing CRM practices, and aligning interventions with Pakistan’s climate change priorities and global commitments.

A delegation from the Department of Earth and Environmental Sciences at Bahria University Karachi Campus visited the Global Climate-Change Impact Studies Centre (GCISC) on May 20, 2025, as part of a study excursion, accompanied by undergraduate students enrolled in the BS programs in Remote Sensing & GIS and Environmental Sciences. The Executive Director of GCISC warmly received the delegation and provided an overview of the Centre’s mandate, ongoing research, and core activities. He encouraged the students to actively participate in the discussions, deepen their understanding of climate change and its far-reaching impacts, and contribute meaningfully to addressing what he termed the most pressing existential threat facing humanity today. The students and faculty exhibited marked interest in GCISC’s work and expressed a strong desire to engage further, particularly through internship opportunities aimed at experiential learning. The visit served as an enriching experience, offering students a valuable platform to explore contemporary climatic challenges and gain insights into the critical interventions being spearheaded by the Centre.

Mr. Arif Goheer, Technical Focal Point for Pakistan’s Third Nationally Determined Contribution (NDC 3.0) delivered a virtual keynote address at the national workshop “Climate Migration and NDCs: Understanding the NDC Landscape and Entry Points — Why Mainstream Human Mobility into NDCs”, organized by the International Organization for Migration (IOM) in Lahore on 13 May 2025. He emphasized that the upcoming NDC will explicitly and systematically integrate human mobility not only as a consequence of climate impacts but also as a potential adaptation strategy. Stressing the need for inclusive and rights-based approaches, Mr. Goheer remarked, “Mainstreaming human mobility into NDCs is not just about adding a paragraph in a policy document. It is about transforming our climate action into people-centred, justice-driven, and future-proof solutions”.

ADB and University of Agriculture Delegation Briefs GCISC on Advancing Tier 2 Emission Factors for Crop Sector: A delegation comprising representatives from the University of Agriculture Faisalabad and the Asian Development Bank (ADB) visited GCISC to apprise Executive Director Arif Goheer of ongoing initiatives aimed at developing Tier 2 greenhouse gas (GHG) emission factors for Pakistan’s crop sector. The delegation presented an overview of field trial designs intended to generate empirical data for refining national GHG inventories and aligning methodologies with the IPCC Guidelines. Mr. Goheer, who also serves on the Editorial Board of the IPCC Emission Factor Database (EFDB), offered a detailed technical critique of the proposed framework. He emphasized the need to recalibrate trial parameters to ensure methodological rigor and compatibility with international reporting standards under the UNFCCC. He reiterated GCISC’s commitment to supporting science-based inventory enhancement across all sectors of the Agriculture, Forestry and Other Land Use (AFOLU) domain. The visiting team expressed their gratitude for his pioneering role in conceptualizing and promoting the development of Tier 2 emission factors in Pakistan’s national GHG inventory architecture.

ADB delegation visits GCISC to discuss Punjab Climate Resilient and Low Carbon Agriculture Mechanization Project: A delegation from the Asian Development Bank (ADB), led by Ms. Noriko Satto, Senior Natural Resources Specialist, visited GCISC to brief the team on the proposed Punjab Climate Resilient and Low Carbon Agriculture Mechanization Project. The ADB team outlined the project's vision to promote sustainable mechanization and climate-smart practices in Punjab’s agriculture sector. GCISC expressed interest in supporting technical components, including climate modeling, emission inventories, and adaptation strategies. The visit marked a step forward in fostering collaboration between GCISC and ADB for climate-resilient, low-carbon agricultural development in Pakistan.

The 2nd Project Steering Committee Meeting of the "Climate Resilient Urban Human Settlements" project held on April 30, 2025, at the Ministry of Climate Change & Environmental Coordination (MoCC&EC), chaired by the Secretary. During the meeting, GCISC presented its recent capacity-building efforts, highlighting training workshops conducted for professionals from Punjab, Sindh, and the Islamabad Capital Territory (ICT) on the preparation of Greenhouse Gas (GHG) Inventories. The session was chaired by the Executive Director of GCISC, who also serves as the Technical Focal Point for NDC 3.0, and brought together key stakeholders from government, development partners, academia, and civil society. Designed as a critical interface between science, policy, and practice, the meeting provided an opportunity to assess progress under NDC 2.0 while catalyzing forward-thinking strategies for the mainstreaming of WASH and water security within Pakistan’s climate policy framework. The deliberations underscored the strategic imperative of recognizing access to clean water, sanitation, and public health services as integral pillars of national climate resilience and sustainable development. Participants engaged in substantive exchanges, offering empirical insights into ongoing and recently completed initiatives, and proposing transformative pathways to strengthen institutional capacity, enhance data systems, and promote equitable access to WASH infrastructure. The Executive Director of GCISC inaugurated the pre-promotion training program for Conservators of Forests being elevated to the rank of Chief Conservator in 21 April 2025 at Forest Services Academy Ghora Gali. He also delivered a comprehensive, day-long lecture on climate change and its implications for the forestry sector. Participants were introduced to the scientific basis of climate change, key adaptation and mitigation strategies, and international climate frameworks including the UNFCCC, Kyoto Protocol, and Paris Agreement. The session also covered the fundamentals of Greenhouse Gas (GHG) Inventories, reporting requirements under global climate agreements, and institutional arrangements for inventory preparation at national and sub-national levels. Emphasizing the dual role of forestry, the Executive Director highlighted that while forests are highly vulnerable to climate change, they are also central to mitigation efforts. He underscored the sector’s potential in generating revenue through carbon credits earned from afforestation and carbon sequestration initiatives. Follow-up sessions on various aspects of forestry and climate change were conducted by GCISC experts during that week.

The GAIN representative expressed strong interest in undertaking joint climate vulnerability assessments and co-hosting a national consultative forum aimed at informing evidence-driven interventions for food and nutrition resilience in Pakistan.

They actively contributed to the deliberations of the First Lead Author Meeting (LAM1), convened from March 24 to 26, 2025 held in Bilabo, Spain. The SLCF report aspires to furnish comprehensive guidance on anthropogenic emissions of Short-Lived Climate Forcers, explicitly excluding secondary human-induced substances from its scope.

Spearheaded by GCISC Pakistan, in collaboration with UNIFEI Brazil, this 60-hour international program equips participants with expertise in meteorology, extreme events, monsoon systems, and climate change. Offering hands-on training, digital resources, and global networking, it marks a significant step toward fostering gender-inclusive scientific research.

The Global Climate-Change Impact Studies Centre (GCISC) and the Climate Resourcing Coordination Centre (CRCC) have signed an MoU to enhance collaboration on climate science, GHG accounting, and climate finance. The partnership will provide research and technical insights, develop institution-wide GHG inventories, and ensure compliance with international standards. It also aims to engage stakeholders through dialogues, trainings, and workshops while identifying funding sources and supporting proposal development for climate financing.
