The visit facilitated an in-depth exchange between the technical teams of both organizations, centering on the intricate nexus between water resources and climate change in Pakistan. Discussions encompassed emerging challenges, strategic priorities, and the imperative for integrated research and policy support to strengthen national resilience in the face of escalating climate variability and hydrological stress. Both institutions expressed a strong mutual interest in forging strategic collaborations, including joint research initiatives, data-sharing mechanisms, and capacity-building efforts, aimed at advancing evidence-based solutions for sustainable water resource management under a changing climate.

GCISC, in collaboration with UNU and GIZ Pakistan, proudly launched the country’s first Climate Resilience Network (Pak-CRN)—a pioneering community of practice that unites science, policy, and action to advance a climate-resilient future for Pakistan. Designed as a dynamic platform to connect national climate science expertise with policymakers, practitioners, and sectoral specialists, Pak-CRN aims to drive innovation, foster cross-sectoral collaboration, and scale up the development and transfer of cutting-edge climate resilience solutions nationwide.

GCISC convened a Group Discussion titled "Climate Change Beyond Water: Decoding the Overlooked Climate Threats" as part of NDMA’s PEDRR 2025 Expo. This session sought to elevate the prominence of often-neglected climate-induced hazards—such as heatwaves, air pollution, biotic stresses, wildfires, and pandemics—within national policy dialogues. It aimed to foster cross-sectoral synergies, promote the infusion of cutting-edge technologies into early warning systems, and chart strategic trajectories for the structured integration of these threats into Pakistan’s broader climate adaptation and disaster risk reduction (DRR) paradigms. The forum brought together a wide spectrum of stakeholders to cultivate a collective understanding of the country’s dynamic climate realities and to identify integrative, cross-cutting responses to address the complexities of emerging climate vulnerabilities.

Mr. Faiz Rasool, representing the Global Alliance for Improved Nutrition (GAIN), visited GCISC for an in-depth dialogue with Executive Director Mr. Arif Goheer, focusing on the critical intersections of climate change, food systems, and nutritional security. The discussion underscored the imperative of transforming agri-food systems to ensure sustained access to adequate nutrition amidst escalating climate-induced stresses. In light of increasing undernourishment, persistent rural poverty, and climate-driven declines in agricultural productivity, both sides recognized the necessity of a multidimensional, systems-based approach that positions climate-resilient agriculture at the core of national adaptation strategies. The GAIN representative expressed strong interest in undertaking joint climate vulnerability assessments and co-hosting a national consultative forum aimed at informing evidence-driven interventions for food and nutrition resilience in Pakistan.

GCISC and WaterAid Pakistan engaged in a focused strategic dialogue to chart pathways for institutional collaboration on climate resilience, adaptive water governance, and policy integration. Attended by Mr. Arif Goheer, Executive Director GCISC, Mr. Shakeel Hayat, Climate Change and Water Specialist, and Mr. Furqan Ahmed, Partnership and Business Development Specialist Water Aid, the meeting underscored the imperative of harmonizing efforts to bolster Pakistan’s response to climate vulnerabilities—particularly through informed contributions to the country’s Nationally Determined Contributions (NDCs) under the Paris Agreement. Deliberations revolved around co-developing initiatives in evidence-based research, policy interfacing, and capacity enhancement, with a particular focus on embedding climate science within WASH frameworks to enhance systemic resilience at the community level. Both institutions affirmed a commitment to institutionalize collaboration and co-create a knowledge-driven agenda for climate-resilient development.

Executive Director GCISC delivered a compelling lecture at the Climate Action Summit organized by Bahauddin Zakariya University, Multan, under the thematic banner “Pakistan’s NDCs and Green Taxonomy – A Roadmap for Sustainability.” Addressing a diverse gathering of scholars, students, and policy enthusiasts, Mr. Goheer eloquently articulated the multifaceted measures being undertaken by the Government of Pakistan to confront the escalating vulnerabilities posed by climate change. From the formulation of Nationally Determined Contributions (NDCs) to the pioneering adoption of a Green Taxonomy, he emphasized the country’s commitment to aligning its development trajectory with global sustainability imperatives. In a heartfelt appeal to the youth, he underscored their indispensable role as stewards of a climate-resilient future, urging them to transcend apathy and engage actively in transformative climate action—reminding all present that the road to sustainability demands not only policy shifts but the passion, innovation, and conviction of an awakened generation.

Witnessing the inauguration of the ESG Nexus Platform today marks a pivotal stride towards integrating innovation, accountability, and collective responsibility at a time of unprecedented climate urgency. Speaking on the occasion, Executive Director GCISC appreciated the consortium for elevating the ESG principles from aspiration to necessity, bridging the gap between policy and action. As rising temperatures, erratic water patterns, and agricultural disruptions challenge our resilience, platforms like ESG Nexus become indispensable enablers of sustainability, transparency, and inclusive development, embedding climate justice at the core of institutional frameworks.

In an insightful address during an online session "The Fashion Industry's Role in Supporting and Achieving Pakistan's Nationally Determined Contributions (NDCs) organized jointly by UNFCCC, UNDP and UNICEF, Arif Goheer emphasized the pivotal role of the private sector in advancing climate action. He underscored that sustainable progress in addressing the climate crisis necessitates a seamless collaboration between public and private sectors, advocating for a comprehensive, whole-of-society approach. Goheer’s reflections reaffirmed the imperative that no singular entity can independently meet the climate challenge; rather, collective efforts across all strata of society are essential to realizing Pakistan’s climate ambitions.

At the 5th Meeting of the UNESCAP Technical Expert Group on Environment and Development, held virtually on April 1, 2025, Muhammad Arif Goheer, Executive Director and Member of TEG UNESCAP, underscored Pakistan’s climate vulnerabilities and the pressing need for decisive global action. While apprising member countries of the robust measures undertaken by the Government of Pakistan to combat climate change, he emphasized the critical role of regional collaboration and joint initiatives in addressing this escalating crisis. His remarks reinforced the urgency of fostering multilateral cooperation to drive sustainable and resilient climate solutions across the region.

Two distinguished scientists from GCISC have been accorded the prestigious honor of being selected as Lead Authors for the IPCC AR7 Report on Short-Lived Climate Forcers (SLCFs). They actively contributed to the deliberations of the First Lead Author Meeting (LAM1), convened from March 24 to 26, 2025 held in Bilabo, Spain. The SLCF report aspires to furnish comprehensive guidance on anthropogenic emissions of Short-Lived Climate Forcers, explicitly excluding secondary human-induced substances from its scope.

GCISC hosted a seminar titled "Energy Planning and Climate Goals in Pakistan" in its conference room, featuring a presentation by Mr. Muhammad Saad Moeen, a PhD candidate at UNU-IAS. He shared his research on Integrated Energy Planning (IEP), emphasizing its potential to achieve the Paris Agreement's targets by enhancing energy security and advancing decarbonization efforts in Pakistan. The GCISC team acknowledged his valuable insights, underscored the significance of IEP in formulating effective climate policies, and offered constructive feedback on his work.

The Planning & Development Department, Government of Gilgit-Baltistan, and the Ministry of Climate Change & Environmental Coordination (MoCC&EC) jointly organized a stakeholder consultation workshop on NDC 3.0. Arif Goheer, National Focal Point for NDCs and Executive Director, GCISC, delivered a detailed presentation, initiating a dynamic discussion on the NDC 3.0 framework. Representatives from key departments and development partners offered diverse insights, strengthening a collaborative and inclusive approach. Goheer reaffirmed the commitment to a participatory NDC formulation process.

With a strong focus on capacity building for female researchers, the "Introduction to Atmospheric Science: A Look into the Southern and Northern Hemispheres" online course was launched exclusively for women across Pakistan, Brazil, Nepal, Bangladesh, and Uzbekistan on 17 March 2025. Spearheaded by GCISC Pakistan, in collaboration with UNIFEI Brazil, this 60-hour international program equips participants with expertise in meteorology, extreme events, monsoon systems, and climate change. Offering hands-on training, digital resources, and global networking, it marks a significant step toward fostering gender-inclusive scientific research.

The Global Climate-Change Impact Studies Centre (GCISC) and the Climate Resourcing Coordination Centre (CRCC) have signed an MoU to enhance collaboration on climate science, GHG accounting, and climate finance. The partnership will provide research and technical insights, develop institution-wide GHG inventories, and ensure compliance with international standards. It also aims to engage stakeholders through dialogues, trainings, and workshops while identifying funding sources and supporting proposal development for climate financing. This collaboration will strengthen Pakistan’s efforts in emissions reduction, climate adaptation, and sustainable development.

Ms. Aisha Humera Ch, Secretary Ministry of Climate Change & Environmental Coordination (MoCC&EC), accompanied by Mr. Zulfiqar Younis, Additional Secretary of MoCC&EC, visited the Global Climate-Change Impact Studies Centre (GCISC). Mr. Muhammad Arif Goheer, Executive Director GCISC, provided a comprehensive briefing on the center’s ongoing initiatives and the process of preparing national greenhouse gas (GHG) inventories. The Secretary expressed great interest and appreciated GCISC’s contributions to climate research and policy. She also underscored the urgent need to strengthen the center’s technical capabilities and upgrade its server infrastructure to enhance the performance of existing digital platforms and hosting of National Carbon Registry.

Arif Goheer, Executive Director of the Global Climate-Change Impact Studies Centre (GCISC), represented Pakistan at the 62nd Session of the Intergovernmental Panel on Climate Change (IPCC), convened in Hangzhou, China, from February 24 to 28, 2025. This distinguished assembly of leading climate scientists, policymakers, and subject-matter experts engaged in rigorous deliberations on recent advancements in climate science, policy imperatives, and the strategic direction of the IPCC’s initiatives. The plenary session focused on finalizing the draft outlines of the Seventh Assessment Report (AR7), with over 400 delegates reviewing its structure, timelines, and financial frameworks. His participation underscores Pakistan’s enduring commitment to global climate governance.

Arif Goheer delivered a talk at an event organized by Potohar Organization for Development Advocacy (PODA) and WaterAid, focusing on the importance of gender-inclusive Nationally Determined Contributions (NDCs). The presentation highlighted the critical need to integrate gender-responsive policies within climate action frameworks, ensuring that women's voices and contributions are recognized in climate mitigation and adaptation strategies. The role of equitable resource allocation, capacity building, and policy reforms to strengthen gender mainstreaming in NDCs was emphasized. The discussion also explored best practices and challenges in incorporating gender perspectives into national and international climate commitments.
