Strategic Partnership for Climate Action: Global Climate Change Impact Studies Centre (GCISC) & Dr. Sadiq Foundation (DSF) have signed an MoU to drive collaborative efforts in climate resilience, adaptation, and innovation. The signing ceremony was attended by Executive Director GCISC Dr. Muhammad Arif Goheer and Chairman DSF Mr. Salman Sadiq, along with senior leadership from both organizations. This partnership focuses on: Joint climate research & data sharing; Capacity building for youth & researchers; Forest restoration & climate-resilient agriculture; Innovation in WASH, health, and food security; Unlocking global climate finance opportunities. Together, DSF and GCISC aim to create impact that reaches beyond policy — into communities, ecosystems, and future generations.

Muhammad Arif Goheer, National Focal Point for NDC 3.0 and Executive Director GCISC, delivered an inspiring opening address at the Capacity Building Workshop for young members of the Technical Working Group on Gender and Youth Engagement in NDCs and Climate Action. Emphasising equity, inclusion, and intergenerational justice, he called youth and women vital co-architects of Pakistan’s climate agenda. The address reaffirmed that NDC 3.0 is a participatory, transformative process, anchored in climate justice and resilience, and urged participants to lead with innovation, purpose, and agency in shaping a sustainable future.

GCISC and EvK2CNR Explore Collaboration on Mountain Climate Research: The Executive Director of GCISC and team, met with Mr. Agostino Da Polenza, President of EvK2CNR, to discuss potential collaboration on high-altitude climate research. The meeting focused on joint efforts in glacier monitoring, climate data sharing, and resilience-building in the Hindukush-Karakoram-Himalaya region. Both sides expressed interest in developing a long-term partnership for scientific cooperation and capacity building. This engagement reflects GCISC’s commitment to strengthening international collaboration for climate-resilient development.

GCISC Hosts Strategic Meeting to Support National Air Quality Data Integration: In response to growing concerns over deteriorating air quality in Pakistan, GCISC convened a strategic meeting with representatives from NDRMF and COMSATS University. The discussion highlighted fragmented efforts and insufficient monitoring infrastructure as major barriers to effective air quality management. To address these challenges, it was agreed to establish a core technical team comprising experts from GCISC, NUST, and COMSATS. The team will lead efforts to collect, consolidate, and analyze air quality data to support informed decision-making. This initiative contributes to the development of a harmonized national climate and environmental risk database, hosted at NDRMF’s National Catastrophe (NatCat) Data Center, to aid early warning systems, policy planning, and coordinated environmental responses.

Executive Director GCISC Advocates Climate-Resilient Agricultural Transformation at NCRD Forum: Executive Director GCISC, Mr. Arif Goheer, delivered a thought-provoking keynote on “Advances in Climate-Smart Agriculture” at the Training on Emerging Trends in Agriculture, hosted by the National Centre for Rural Development (NCRD). He underscored the critical erosion of Pakistan’s agronomic foundations, land and water, due to chronic mismanagement and unsustainable exploitation. Exacerbated by the intensifying impacts of climate change, these systemic vulnerabilities have rendered conventional agricultural models increasingly obsolete. Framing the agrarian crisis as a national imperative, he called for a decisive pivot toward integrated, data-driven, and climate-resilient strategies. He stressed the need for institutional agility, transformative policy frameworks, and technology-enabled interventions to rehabilitate ecological assets and revitalize rural livelihoods.

GIZ Delegation Visits GCISC to Discuss Upcoming IKI Project on Climate Services: A delegation from Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) visited the Global Climate-Change Impact Studies Centre (GCISC) for a detailed consultation with Executive Director Mr. Arif Goheer, as part of the preparatory phase of a new project under the International Climate Initiative (IKI), titled “Integrated Climate Services Information Value Chain for Transformative Climate Action.” The initiative aims to strengthen regionally anchored Climate Information Services (CIS) value chains in Pakistan, Guatemala, and Zambia, with a focus on enhancing evidence-based Climate Risk Management (CRM). The project seeks to harness local knowledge and artificial intelligence (AI)-driven insights to develop user-centered digital climate services that support resilient decision-making across sectors. GCISC reaffirmed its commitment to contributing scientific and technical expertise toward national and regional climate services. The Centre welcomed the project’s emphasis on improving climate data infrastructure, institutionalizing CRM practices, and aligning interventions with Pakistan’s climate change priorities and global commitments.

A delegation from the Department of Earth and Environmental Sciences at Bahria University Karachi Campus visited the Global Climate-Change Impact Studies Centre (GCISC) on May 20, 2025, as part of a study excursion, accompanied by undergraduate students enrolled in the BS programs in Remote Sensing & GIS and Environmental Sciences. The Executive Director of GCISC warmly received the delegation and provided an overview of the Centre’s mandate, ongoing research, and core activities. He encouraged the students to actively participate in the discussions, deepen their understanding of climate change and its far-reaching impacts, and contribute meaningfully to addressing what he termed the most pressing existential threat facing humanity today. The students and faculty exhibited marked interest in GCISC’s work and expressed a strong desire to engage further, particularly through internship opportunities aimed at experiential learning. The visit served as an enriching experience, offering students a valuable platform to explore contemporary climatic challenges and gain insights into the critical interventions being spearheaded by the Centre.

Mr. Arif Goheer, Technical Focal Point for Pakistan’s Third Nationally Determined Contribution (NDC 3.0) delivered a virtual keynote address at the national workshop “Climate Migration and NDCs: Understanding the NDC Landscape and Entry Points — Why Mainstream Human Mobility into NDCs”, organized by the International Organization for Migration (IOM) in Lahore on 13 May 2025. He emphasized that the upcoming NDC will explicitly and systematically integrate human mobility not only as a consequence of climate impacts but also as a potential adaptation strategy. Stressing the need for inclusive and rights-based approaches, Mr. Goheer remarked, “Mainstreaming human mobility into NDCs is not just about adding a paragraph in a policy document. It is about transforming our climate action into people-centred, justice-driven, and future-proof solutions”.

ADB and University of Agriculture Delegation Briefs GCISC on Advancing Tier 2 Emission Factors for Crop Sector: A delegation comprising representatives from the University of Agriculture Faisalabad and the Asian Development Bank (ADB) visited GCISC to apprise Executive Director Arif Goheer of ongoing initiatives aimed at developing Tier 2 greenhouse gas (GHG) emission factors for Pakistan’s crop sector. The delegation presented an overview of field trial designs intended to generate empirical data for refining national GHG inventories and aligning methodologies with the IPCC Guidelines. Mr. Goheer, who also serves on the Editorial Board of the IPCC Emission Factor Database (EFDB), offered a detailed technical critique of the proposed framework. He emphasized the need to recalibrate trial parameters to ensure methodological rigor and compatibility with international reporting standards under the UNFCCC. He reiterated GCISC’s commitment to supporting science-based inventory enhancement across all sectors of the Agriculture, Forestry and Other Land Use (AFOLU) domain. The visiting team expressed their gratitude for his pioneering role in conceptualizing and promoting the development of Tier 2 emission factors in Pakistan’s national GHG inventory architecture.

ADB delegation visits GCISC to discuss Punjab Climate Resilient and Low Carbon Agriculture Mechanization Project: A delegation from the Asian Development Bank (ADB), led by Ms. Noriko Satto, Senior Natural Resources Specialist, visited GCISC to brief the team on the proposed Punjab Climate Resilient and Low Carbon Agriculture Mechanization Project. The ADB team outlined the project's vision to promote sustainable mechanization and climate-smart practices in Punjab’s agriculture sector. GCISC expressed interest in supporting technical components, including climate modeling, emission inventories, and adaptation strategies. The visit marked a step forward in fostering collaboration between GCISC and ADB for climate-resilient, low-carbon agricultural development in Pakistan.

A delegation from the Pakistan Council of Research in Water Resources (PCRWR), led by Dr. Hifza Rasheed, visited the Global Climate-Change Impact Studies Centre (GCISC). The team was welcomed by Executive Director GCISC. The visit facilitated an in-depth exchange between the technical teams of both organizations, centering on the intricate nexus between water resources and climate change in Pakistan. Discussions encompassed emerging challenges, strategic priorities, and the imperative for integrated research and policy support to strengthen national resilience in the face of escalating climate variability and hydrological stress. Both institutions expressed a strong mutual interest in forging strategic collaborations, including joint research initiatives, data-sharing mechanisms, and capacity-building efforts, aimed at advancing evidence-based solutions for sustainable water resource management under a changing climate.

Designed as a dynamic platform to connect national climate science expertise with policymakers, practitioners, and sectoral specialists, Pak-CRN aims to drive innovation, foster cross-sectoral collaboration, and scale up the development and transfer of cutting-edge climate resilience solutions nationwide.

GCISC convened a Group Discussion titled "Climate Change Beyond Water: Decoding the Overlooked Climate Threats" as part of NDMA’s PEDRR 2025 Expo. This session sought to elevate the prominence of often-neglected climate-induced hazards—such as heatwaves, air pollution, biotic stresses, wildfires, and pandemics—within national policy dialogues. It aimed to foster cross-sectoral synergies, promote the infusion of cutting-edge technologies into early warning systems, and chart strategic trajectories for the structured integration of these threats into Pakistan’s broader climate adaptation and disaster risk reduction (DRR) paradigms. The forum brought together a wide spectrum of stakeholders to cultivate a collective understanding of the country’s dynamic climate realities and to identify integrative, cross-cutting responses to address the complexities of emerging climate vulnerabilities.

The 2nd Project Steering Committee Meeting of the "Climate Resilient Urban Human Settlements" project held on April 30, 2025, at the Ministry of Climate Change & Environmental Coordination (MoCC&EC), chaired by the Secretary. During the meeting, GCISC presented its recent capacity-building efforts, highlighting training workshops conducted for professionals from Punjab, Sindh, and the Islamabad Capital Territory (ICT) on the preparation of Greenhouse Gas (GHG) Inventories. GCISC reaffirmed its commitment to supporting the national GHG inventory process and emphasized its ongoing role in training provincial and sectoral officials on data requirements, data transformation, and inventory preparation in the future.

The Global Climate Change Impact Studies Centre (GCISC) convened a hybrid session of the Technical Working Group (TWG) on Water, Sanitation, and Hygiene (WASH), as part of Pakistan’s structured consultative process for the formulation of its Third Nationally Determined Contribution (NDC 3.0). The session was chaired by the Executive Director of GCISC, who also serves as the Technical Focal Point for NDC 3.0, and brought together key stakeholders from government, development partners, academia, and civil society. Designed as a critical interface between science, policy, and practice, the meeting provided an opportunity to assess progress under NDC 2.0 while catalyzing forward-thinking strategies for the mainstreaming of WASH and water security within Pakistan’s climate policy framework. The deliberations underscored the strategic imperative of recognizing access to clean water, sanitation, and public health services as integral pillars of national climate resilience and sustainable development. Participants engaged in substantive exchanges, offering empirical insights into ongoing and recently completed initiatives, and proposing transformative pathways to strengthen institutional capacity, enhance data systems, and promote equitable access to WASH infrastructure. The dialogue further illuminated the nexus between climate adaptation, health outcomes, and water governance—particularly for marginalized and climate-vulnerable communities.

Participants actively engaged in substantive discussions, sharing detailed accounts of recently completed and ongoing initiatives aligned with NDC 2.0 implementation. They also contributed valuable insights on sectoral challenges, emerging needs, and proposed interventions they envision for inclusion in NDC 3.0. The meeting reaffirmed the critical role of cross-sectoral collaboration in shaping a resilient, climate-responsive national development agenda.

The dialogue provided a strategic platform to assess the progress made under NDC 2.0 and to shape forward-looking priorities that elevate the voices and agency of young people while ensuring the unique needs of children are reflected in climate action plans. Participants, representing diverse sectors and organizations, actively contributed to robust discussions, offering detailed updates on recent and ongoing initiatives under NDC 2.0, and presenting innovative recommendations for youth- and child-inclusive climate strategies in NDC 3.0. The session underscored the importance of mainstreaming intergenerational equity into national climate frameworks and reaffirmed the indispensable role of inclusive, cross-sectoral collaboration in driving a just, resilient, and climate-resilient future for Pakistan.

Emphasizing our shared responsibility to safeguard the planet, he reminded the audience that Earth is not just our home, but a precious legacy for future generations. He applauded the vibrant energy of NUML’s students, whose passion and resolve to tackle climate change reflected a deep sense of purpose and commitment. His message resonated clearly: protecting the planet is not a choice, it’s an obligation we owe to those who come after us.

The Executive Director of GCISC inaugurated the pre-promotion training program for Conservators of Forests being elevated to the rank of Chief Conservator in 21 April 2025 at Forest Services Academy Ghora Gali. He also delivered a comprehensive, day-long lecture on climate change and its implications for the forestry sector. Participants were introduced to the scientific basis of climate change, key adaptation and mitigation strategies, and international climate frameworks including the UNFCCC, Kyoto Protocol, and Paris Agreement. The session also covered the fundamentals of Greenhouse Gas (GHG) Inventories, reporting requirements under global climate agreements, and institutional arrangements for inventory preparation at national and sub-national levels. Emphasizing the dual role of forestry, the Executive Director highlighted that while forests are highly vulnerable to climate change, they are also central to mitigation efforts. He underscored the sector’s potential in generating revenue through carbon credits earned from afforestation and carbon sequestration initiatives. Follow-up sessions on various aspects of forestry and climate change were conducted by GCISC experts during that week.

Mr. Faiz Rasool, representing the Global Alliance for Improved Nutrition (GAIN), visited GCISC for an in-depth dialogue with Executive Director Mr. Arif Goheer, focusing on the critical intersections of climate change, food systems, and nutritional security. The discussion underscored the imperative of transforming agri-food systems to ensure sustained access to adequate nutrition amidst escalating climate-induced stresses. In light of increasing undernourishment, persistent rural poverty, and climate-driven declines in agricultural productivity, both sides recognized the necessity of a multidimensional, systems-based approach that positions climate-resilient agriculture at the core of national adaptation strategies. The GAIN representative expressed strong interest in undertaking joint climate vulnerability assessments and co-hosting a national consultative forum aimed at informing evidence-driven interventions for food and nutrition resilience in Pakistan.

Attended by Mr. Arif Goheer, Executive Director GCISC, Mr. Shakeel Hayat, Climate Change and Water Specialist, and Mr. Furqan Ahmed, Partnership and Business Development Specialist Water Aid, the meeting underscored the imperative of harmonizing efforts to bolster Pakistan’s response to climate vulnerabilities—particularly through informed contributions to the country’s Nationally Determined Contributions (NDCs) under the Paris Agreement. Deliberations revolved around co-developing initiatives in evidence-based research, policy interfacing, and capacity enhancement, with a particular focus on embedding climate science within WASH frameworks to enhance systemic resilience at the community level. Both institutions affirmed a commitment to institutionalize collaboration and co-create a knowledge-driven agenda for climate-resilient development.

Executive Director GCISC delivered a compelling lecture at the Climate Action Summit organized by Bahauddin Zakariya University, Multan, under the thematic banner “Pakistan’s NDCs and Green Taxonomy – A Roadmap for Sustainability.” Addressing a diverse gathering of scholars, students, and policy enthusiasts, Mr. Goheer eloquently articulated the multifaceted measures being undertaken by the Government of Pakistan to confront the escalating vulnerabilities posed by climate change. From the formulation of Nationally Determined Contributions (NDCs) to the pioneering adoption of a Green Taxonomy, he emphasized the country’s commitment to aligning its development trajectory with global sustainability imperatives. In a heartfelt appeal to the youth, he underscored their indispensable role as stewards of a climate-resilient future, urging them to transcend apathy and engage actively in transformative climate action—reminding all present that the road to sustainability demands not only policy shifts but the passion, innovation, and conviction of an awakened generation.

In an insightful address during an online session "The Fashion Industry's Role in Supporting and Achieving Pakistan's Nationally Determined Contributions (NDCs) organized jointly by UNFCCC, UNDP and UNICEF, Arif Goheer emphasized the pivotal role of the private sector in advancing climate action. He underscored that sustainable progress in addressing the climate crisis necessitates a seamless collaboration between public and private sectors, advocating for a comprehensive, whole-of-society approach. Goheer’s reflections reaffirmed the imperative that no singular entity can independently meet the climate challenge; rather, collective efforts across all strata of society are essential to realizing Pakistan’s climate ambitions.

Two distinguished scientists from GCISC have been accorded the prestigious honor of being selected as Lead Authors for the IPCC AR7 Report on Short-Lived Climate Forcers (SLCFs). They actively contributed to the deliberations of the First Lead Author Meeting (LAM1), convened from March 24 to 26, 2025 held in Bilabo, Spain. The SLCF report aspires to furnish comprehensive guidance on anthropogenic emissions of Short-Lived Climate Forcers, explicitly excluding secondary human-induced substances from its scope.

GCISC hosted a seminar titled "Energy Planning and Climate Goals in Pakistan" in its conference room, featuring a presentation by Mr. Muhammad Saad Moeen, a PhD candidate at UNU-IAS. He shared his research on Integrated Energy Planning (IEP), emphasizing its potential to achieve the Paris Agreement's targets by enhancing energy security and advancing decarbonization efforts in Pakistan. The GCISC team acknowledged his valuable insights, underscored the significance of IEP in formulating effective climate policies, and offered constructive feedback on his work.

Representatives from key departments and development partners offered diverse insights, strengthening a collaborative and inclusive approach. With a strong focus on capacity building for female researchers, the "Introduction to Atmospheric Science: A Look into the Southern and Northern Hemispheres" online course was launched exclusively for women across Pakistan, Brazil, Nepal, Bangladesh, and Uzbekistan on 17 March 2025. Spearheaded by GCISC Pakistan, in collaboration with UNIFEI Brazil, this 60-hour international program equips participants with expertise in meteorology, extreme events, monsoon systems, and climate change. The Global Climate-Change Impact Studies Centre (GCISC) and the Climate Resourcing Coordination Centre (CRCC) have signed an MoU to enhance collaboration on climate science, GHG accounting, and climate finance. The partnership will provide research and technical insights, develop institution-wide GHG inventories, and ensure compliance with international standards. It also aims to engage stakeholders through dialogues, trainings, and workshops while identifying funding sources and supporting proposal development for climate financing. This collaboration will strengthen Pakistan’s efforts in emissions reduction, climate adaptation, and sustainable development.

Ms. Aisha Humera Ch, Secretary Ministry of Climate Change & Environmental Coordination (MoCC&EC), accompanied by Mr. Zulfiqar Younis, Additional Secretary of MoCC&EC, visited the Global Climate-Change Impact Studies Centre (GCISC). Mr. Muhammad Arif Goheer, Executive Director GCISC, provided a comprehensive briefing on the center’s ongoing initiatives and the process of preparing national greenhouse gas (GHG) inventories. The Secretary expressed great interest and appreciated GCISC’s contributions to climate research and policy. She also underscored the urgent need to strengthen the center’s technical capabilities and upgrade its server infrastructure to enhance the performance of existing digital platforms and hosting of National Carbon Registry.

Arif Goheer, Executive Director of the Global Climate-Change Impact Studies Centre (GCISC), represented Pakistan at the 62nd Session of the Intergovernmental Panel on Climate Change (IPCC), convened in Hangzhou, China, from February 24 to 28, 2025. This distinguished assembly of leading climate scientists, policymakers, and subject-matter experts engaged in rigorous deliberations on recent advancements in climate science, policy imperatives, and the strategic direction of the IPCC’s initiatives. The plenary session focused on finalizing the draft outlines of the Seventh Assessment Report (AR7), with over 400 delegates reviewing its structure, timelines, and financial frameworks. His participation underscores Pakistan’s enduring commitment to global climate governance.

Arif Goheer delivered a talk at an event organized by Potohar Organization for Development Advocacy (PODA) and WaterAid, focusing on the importance of gender-inclusive Nationally Determined Contributions (NDCs). The presentation highlighted the critical need to integrate gender-responsive policies within climate action frameworks, ensuring that women's voices and contributions are recognized in climate mitigation and adaptation strategies. The role of equitable resource allocation, capacity building, and policy reforms to strengthen gender mainstreaming in NDCs was emphasized. The discussion also explored best practices and challenges in incorporating gender perspectives into national and international climate commitments.

He underscored the critical role of AI and carbon market policies in driving a sustainable and resilient future.

The Planning & Development Department, Government of Sindh, and the Ministry of Climate Change & Environmental Coordination (MoCC&EC) jointly hosted a provincial stakeholder consultation workshop on NDC 3.0. Highlighting Sindh's climate vulnerabilities, Chairman P&D Board, Mr. Najam Ahmad Shah, welcomed the initiative to involve provinces in the NDC development process. Mr. Arif Goheer, National Focal Point for NDCs and Executive Director, GCISC, delivered a comprehensive presentation, sparking an engaging discussion on the framework of NDC 3.0. Representatives from key provincial departments and development partners contributed diverse insights, reinforcing a collaborative approach. Goheer reaffirmed the commitment to an inclusive and participatory NDC formulation process.
